Chicago, officers cited for false arrest, imprisonment

A Chicago man who alleges false arrest has sued the city and several police officers.

Kevin Dowdell filed a lawsuit May 26 in Cook County Circuit Court against the city of Chicago, police officer Tyra Lazaro, officer Lomell, and six unnamed officers, citing false arrest, false imprisonment an malicious prosecution, which led to Dowdell being incarcerated.

According to the complaint, on June 8, 2010, Dowdell was arrested by unknown officers on charges of: violating the sex offender registration act by: knowingly providing false information about his address; and knowingly living within 500 feet of a school. The suit says Dowdell allegedly lived at 1811 N. Long Ave., which is not within 500 feet of a school.

From the arrest to when he posted bond on Sept. 7, 2010, Dowdell was incarcerated, the suit says. On Oct. 5, 2011, Dowdell was tried on charges of providing false material information, the suit states but the other charges were dismissed. He was found guilty and sentenced to 30 days in prison. according to the suit, and was released from the Illinois Department of Corrections March 29, 2013.

On June 11, 2014, the lawsuit states, the Appellate Court of Illinois reversed the conviction based on insufficient evidence.

Dowdell seeks damages in excess of $50,000, plus costs. He is represented by attorney John J. Muldoon of Muldoon & Muldoon in Chicago.
