A Chicago man is suing the Chicago Police Department claiming it violated his rights.
Emperor Elder filed a lawsuit Oct. 18 in the Circuit Court of Cook County against the department and unidentified police officers, citing violations of civil rights.
Elder alleges the defendants witnessed a collision where the plaintiff was run over on Oct. 25, 2012, at the intersection of 10300 S. Elizabeth St. in Chicago. He claims police approached him as he was injured and bleeding and verbally and physically assaulted him and threw him into the defendant's vehicle.
Elder further states he was interrogated, denied medical care and then released with excessive force onto train tracks located near 9500 S. Yale, Chicago.
Elder is seeking damages in excess of $100,000. He is representing himself in the case.
