A woman is suing the City of Chicago and Dorian Williams over allegations a police chase ending in the death of an innocent bystander
Rachel Brown, as administrator of Eugene Ratliff's estate, filed suit in the Cook County Circuit Court on Dec. 3. Brown claims that in September, two Chicago police officers saw a car violate a traffic law and tried to pull the car over.
Upon being pursued, the suit states the car being driven by Williams fled, which led to a high speed pursuit. The car crashed at the intersection of Blackstone Avenue and 83rd Street, where the complaint alleges that Ratliff sustained injuries from which he later died.
Brown is suing Williams and the city for the part they played in Ratliff's death. She is seeking damages in excess of the minimum jurisdictional limits and is being represented by James D. Montgomery Jr. and John K. Kennedy.
