In a lawsuit filed in the Appellate Court of Illinois, First District, Thomas J. Carter is seeking direct administrative review of a decision made by the Human Rights Commission. The case ID is 1-22-1107 and the order was filed on March 29, 2024. Carter has named the Human Rights Commission, Department of Human Rights, and Bank of America, N.A., as respondents.

Carter filed two separate charges against Bank of America with the Illinois Department of Human Rights, alleging discrimination based on military status and age. The department dismissed each claim due to lack of substantial evidence. Carter appealed to the Human Rights Commission which upheld each dismissal.

The first charge alleged that Bank of America denied him full and equal enjoyment of a place of public accommodation due to his military status as a retired veteran. The second charge arose from similar circumstances where he alleged age-based discrimination.

Carter seeks to overturn the commission's decision sustaining the dismissal of his charges by the Department of Human Rights. He asserts that he faced discrimination due to his age and military status at Bank of America, leading to an unfair denial of services.
